Compliance Products
HUD requires compliance posters for all offices where applications are taken and each partner is provided with 2 six-in-one compliance posters (English and Spanish) along with a Family and Medical Leave Act poster. The Public and Assisted Housing Resource Library CD is a complete, easy to use, public housing library and includes over 36,000 searchable pages of up-to-date PIH and Section 8 Handbooks, Notices, and Guides, including OSHA Guidance, State Housing Laws, Hurricane Guidance, and Environmental Review Guidance. Updated annually and sent to all Partners.
Procedures Manuals
Admissions and Continued Occupancy Procedures Manual was designed to be used in conjunction with the agency public housing Admissions and Continued Occupancy Policy (ACOP). This comprehensive document is approximately 675 pages and can be used as an internal staff development asset to provide outstanding orientation and training.
The companion manual specifically designed for the Housing Choice Voucher Program compliments the agency Section 8 Administrative plan. This manual is approximately 500 pages of documentation to facilitate and simplify the admissions process from tenant eligibility to lease-up and beyond. Written in understandable language with built in flexibility for easy adaptation to individual agency requirements.
Procurement Procedures Manual This manual supplies guidance for Project-Based Accounting, Asset Management, Quality Assurance, and Cost Allocation requirements according to HUD’s Procurement Handbook 7460.8 REV 2 for Public Housing Agencies. The steps and processes are simple, allowing non-procurement personnel to follow the process easily from start to finish. Specifically designed to serve as a guide for authorized procurement staff who are responsible for the day-to-day procurement process whether they are Public Housing Managers or Central Office Cost Center (COCC) personnel.
Property Manager Manual This manual provides guidance in managing public housing properties similar to practices followed in the private non-subsidized housing market, yet incorporates all the Federal requirements with which public housing agencies must still comply. Written in non-technical language, the Property Manager Manual provides on-site staff with step-by-step processes for managing those areas of responsibility that may be new to them.
Guides
EZ-Steps Guides are practical, easy-to-use, step-by-step guides. A wonderful training aid because it is not essential to know the handbook and regulations. New staff can follow these guides, or “cheat sheets,” designed to carry out a specific job. The guides are formatted in such a way that both supervisory and front line staff can follow simple steps when implementing a variety of operational procedures. Currently, over 100 technical operational procedures are included.
File Management
The FileSense® records management system implements years of research and experience in putting together well designed filing systems which can help agencies overcome the problems, headaches, and lost revenue associated with improperly filed records. Partners benefit from this extensive work and experimentation with a product specifically designed and custom fitted. Partners receive a sample set of file folders for each area identified by FileSense® and each file folder is labeled with sample content information including each section of the folder.
Implementation Kits
Civil Rights Front End Review Checklists: These lists help ensure our partners are kept up-to-date on clarification of what is expected to maintain compliance with HUD.
Cost Allocation Plan Implementation Kit: This kit includes example forms for Basic HUD Programs and Direct Costs.
Deconcentrate Poverty and Promote Integration in Public Housing Implementation Kit: Each year all agencies with public housing units are required to perform an analysis of their current occupancy, provide information with their PHA Plans, and display the documents in support of their analysis. While some agencies may do a simple analysis, other agencies are required to perform detailed studies. Instructions for both methods are provided in this kit.
Earned Income Disallowance: A review of public housing tenant and Section 8 files of participants with disabilities (retroactive to April 20, 2001) is required to implement this Self-Sufficiency incentive. This kit contains instructions, sample forms, regulations, and EZ-STEPS guide to assist with the identification of eligible tenants, calculations, documentation, and tracking the 48 month eligibility period.
Flat Rents Implementation Kit: It is recommended to update Flat Rents each year. To assist with the analysis this kit contains user-friendly instructions, sample forms, regulations, and EZ-Steps guides.
The Community Service and Self-Sufficiency Requirement Implementation Kit: Included are a set of nine forms enabling agencies to implement and document each step of Community Service process, a FAQ sheet issued by the HUD office of Public and Indian Housing addressing Community Service issues, and an updated Community Service Policy.
Quality Assurance
These tools for public and Section 8 housing include instructions and procedures for FASS, MASS, RASS, PHAS tracking and MASS periodic BOC Reporting Forms. The SEMAP procedures provide BOC SEMAP score-to-date summary, periodic progress report, monthly SEMAP tracking report and documentation system to pass SEMAP confirmatory reviews.
