HOW IT WORKS
The Basic Cost: An annual Partnership fee.
On the Consortium Application/Agreement, agencies can choose from the two plan options described below.
For Plan A:
Partners receive a 17 – 30% reduction in hourly fees for extended technical assistance, small group training, policy and procedure customization, and other services. Partners also receive waived annual license fees for web-based services such as Diamond RIM® and EZ Reasonable Rent Determination®.
For Plan B:
Partners receive even lower rates and fee waivers than Plan A, but pay an additional monthly retainer fee to establish a “bank” of technical assistance hours. These hours can be used for any service Nelrod offers. Agencies may buy 3, 4 or 5 hours monthly depending upon the number of public housing units they have and may carry a balance of hours for up to 2 years.

Our Consortium Partner agencies are licensed to use over 415 HUD compliant and field tested operational tools that cover all areas of Public Housing and Housing Choice Voucher operations. Consortium Partner agencies are successfully facing challenges like Asset Management Conversion, PHAS, SEMAP, and new budget constraints by using tools such as:
- Compliant and “best practice” Polices for Low Rent Public Housing and Section 8
- Efficient and effective process for developing and updating your Agency Plan, including 5 Year and Annual Plan
- Compliant and field-tested Procedures Manuals for Section 8, Public Housing, Procurement and Property Management
- Implementation Kits and compliance posters to aid agencies in Fair Housing, QHWRA, Section 8 and Public Housing
- Hundreds of simple to follow desk-top Guides for Financial, Public Housing Admissions and Occupancy, Section 8 Administration, and Procurement procedures
- Innovative and easy to use file management system
Additionally, Partners are provided with customized annual plans and policies, and receive on demand support to find the best operational solutions.
What else?
The Nelrod Consortium holds annual training conferences for our Partners to:
- train agency staff on new operational processes and techniques used by Partners
- provide Commissioners with updates on operational and HUD changes
- demonstrate new web and high-tech innovations available to Partners
- get feedback and ideas for improvements from Partners.
